IFPI Chief Executive Frances Moore to Retire, Setting Off Leadership Change at Global Body

Global recording industry trade body IFPI announced on Thursday that Frances Moore will step down as CEO at the end of the year, ending a consequential tenure that began in 2010. Moore has agreed to assist in the search for her successor at the organization, which represents more than 8,000 record company members worldwide, including all three major labels.

Moore joined IFPI in 1994 as regional director for Europe; her 13-year tenure as chief executive makes her its longest-serving leader ever and, according to IFPI, the longest-serving leader of a recorded music trade body.

Under Moore’s leadership, IFPI has guided the global industry through a throng of seismic changes, namely its transition to digital streaming, along with major initiatives to strengthen copyright protections and intellectual property rights and the ongoing fight against music piracy. Those initiatives helped lay the groundwork for the recorded music industry’s year-on-year recovery from the lows of just over a decade ago when piracy was rampant.

When Moore started at CEO in 2010, global music sales had fallen to $13.8 billion from a high of over $22 billion in 1999. Last year, recorded music sales had rebounded to $26.2 billion, a rise of 9% on the previous year and the eighth consecutive year of growth, according to the organization’s most recent “Global Music Report.”

Noteworthy achievements during her 13-year tenure include the hard-fought enactment of the EU Copyright Directive – a landmark piece of legislation, which made online platforms like YouTube liable for unlicensed content, effectively closing safe harbor protections in Europe, and which was passed in 2019 after extensive lobbying from IFPI.

Moore’s reign has also seen IFPI take a leading role in combating stream manipulation and copyright infringing websites around the world. Legal action taken or coordinated by IFPI in the digital era has led to around 5,200 infringing sites being blocked or shut down, says the London-based organization.

As the music industry has become more global, IFPI also created the IFPI Global Charts and in 2015, IFPI struck a blow to piracy by aligning the global release of new music to Fridays.

“After three decades with IFPI, thirteen of which as its Global CEO, it is time for me to hang up my spurs!” Moore,who trained as a barrister, said in a statement. “I have loved working for IFPI and the recording industry and feel so fortunate to have had the opportunity to serve in this role. I am very proud and appreciative of the IFPI team, both now and over the years. Every achievement has been the result of a team effort. ”

She continued, “I have had the good fortune of living through so much of the industry’s transformation from analogue to digital. On my first day at IFPI thirty years ago, I was dealing with legislation on blank tape levies and here we are today dealing with legislation on AI!”

Along with advocating and taking actions on behalf of it members, IFPI of course endures as the recorded music industry’s main resource for documenting the industry’s progress. It’s annual “Global Music Report” continues to be the standard, and under Moore IFPI launched the IFPI Global Charts, the industry’s official annual ranking for the best-selling artists.

In a written statement, the IFPI Main Board said, thanked Moore for “navigating IFPI through arguably the most demanding and complex period of modern music’s history. At once, she has led us through music’s digital transition and the industry’s expansion worldwide, enabling a return to growth that mutually benefits artists, labels and the broader music ecosystem. Not only has she herself been an excellent and effective advocate for labels and creators, but Frances has built an incredible team of professionals to assure that her legacy will carry on.”

Kim Kardashian admitted on the latest episode of The Kardashians that she may have pivoted to her brief romance with former SNL star Pete Davidson too quickly after her split from ex-husband Kanye West (who now goes by Ye). “I definitely jumped into another relationship so fast,” she said to sisters Kendall and Kylie Jenner in Thursday’s (July 20) edition of Hulu series in reference to a very public dalliance with Davidson following her 2021 divorce from the rapper.

“I got my mind away from stuff and that’s not a way to run from things,’” Kardashian, 42, said before revealing the mindfulness slogan she’s developed since then: “It’s better to deal. Heal. Deal, heal and then feel.”

And even though those two relationships didn’t work out, Kardashian said she’s determined to keep a positive outlook on life and use what she’s learned to grow. “I’m not going to take every experience and bad thing that happened to me and carry that into my life,” she said. “What am I supposed to be learning from this? How is this going to make me a better person?”

Kardashian and Davidson went public with their relationship in Oct. 2021 and broke up nine around months later.

In the July 6 episode, Kardashian opened up about the fallout from Ye’s monthslong spree of antisemitic rants last year, during which she stayed on the sidelines as the father of her four children repeatedly used hate speech against the Jewish people in a series of interviews that precipitated the near-total meltdown of his once formidable music and fashion empire.

“It’s really confusing for me that it’s so different than the person that I married because that’s who I loved and that’s who I remember,” she said on the July 6 episode, which was filmed last year. “I’ll do anything to get that person back.”

“I feel so bad for him,” she added, crying while sitting next to sister Khloé. “I don’t even think he feels bad for himself because I don’t even know if he knows how. I just feel so bad.” While Ye has all but disappeared from public view in the wake of his public meltdown, the Today Show reported last month that Davidson entered a rehab facility for undisclosed reasons.

Travis Barker Floats a Truly Punk Rock Name For The Son He’s Expecting With Kourtney Kardashian

Travis Barker is not known for doing things the traditional way. And if the Blink-182 drummer is to be believed, he’s planning to continue along his unique path when it comes to the potential baby name for the son he’s expecting with wife Kourtney Kardashian.

The father of two children with his ex, daughter Alabama, 17, and son Landon, 19, appeared on Complex’s GOAT Talk video series this week with his 17-year-old daughter, during which the pair threw out some potential baby names, with Alabama suggesting some truly high-end ones, including “Audemars, Milan, f—in’ Patek.”

Travis, however, said he has something a bit more punk rock in mind: “I like Rocky Thirteen.” No, not the as-yet-unfilmed future sequel to Sylvester Stallone’s Rocky Balboa boxing franchise, but instead an homage to one of his favorite musicians and numbers.

“That’s so bad!” Alabama responded with a laugh. “That’s this name that’s just been going in my head lately,” the drummer explained as his daughter — who is named after her the main character in one of her dad’s favorite movies, True Romance — teased that even her pops knows it doesn’t exactly roll off the tongue. “It is, it is bad,” Travis said with a smile.

The explanation of the unusual moniker didn’t totally help explain his thinking. “Rocky George played guitar for Suicidal Tendencies and 13 is just the greatest number of all time,” he said in reference to the lead guitarist for the thrashy punk group who also spent time playing with the Cro-Mags, Fishbone and 40 Cycle Hum.

Huffing in exasperation, Alabama said, “So you’re gonna name your kid Rocky Thirteen?”

“Possibly,” Travis said. “Let’ see how this goes when he’s at school. ‘Rocky 13!,” his daughter responded. And then, the drummer added, of course it is also a reference to the “greatest boxing movie of all time.” Alabama said she thought her ideas were better, before tossing in one more potential off-beat choice: Cloud.

Barker and Kardashian — who has three children with her ex Scott Disick: Mason, 13, Penelope, 11 and Reign, 8 — announced they were expecting their first child together in June. The reveal of their baby news came in early June when Kardashian held up a “Travis I’m Pregnant” poster in the crowd at Blink-182’s concert at Los Angeles’ BMO Stadium. The sign referenced Blink’s “All the Small Things” music video, in which a random fan holds up the same poster in the crowd. 

Back then, Kardashian posted some pics from her maternity photo shoot on Instagram, with Barker commenting, “I already know his name.” In November, before they were expecting, Barker left another comment on a photo his wife posted of their True Romance-inspired costumes, claiming, “Our sons name would be Elvis.”

From ‘Untapped’ to Big Business: Believe Celebrates Its 10-Year APAC Odyssey

BALI — When Denis Ladegaillerie takes his place on stage for the Music Matters conference in Singapore later this year, the Believe chief executive officer should have some tales to share. Success stories.

Ten years ago, Believe (then Believe Digital) embarked on an Asia Pacific odyssey. The risk is paying off, thanks in no small part to the expanding reach and adoption of streaming services, and the waves of regional acts passing through the pipeline, crossing borders like never before.

Ladegaillerie, the Paris-based music company’s founder, returns to the annual summit this September brimming with confidence for his business’s regional operations, which are now active in 15 APAC territories. Royalties to labels and artists have ballooned to €700 million ($784), Billboard can confirm. The magical €1 billion ($1.12 billion) milestone is on the horizon.

Believe established its APAC presence back in 2013, initially in Indonesia. Playing to the beat of its mantra, “local approach, global vision,” the brand set about building from scratch a network tuned to each local music scene, cognizant of the language, culture and genre specificities that make each market unique.

Believe paid tribute to its APAC origins in May by returning to Bali for a gathering of 130-plus staff, or “Believers” as they’re known within the company, from 11 countries.

Participants included Antoine El Iman; managing director of Southeast Asia and Australia/New Zealand; Dahlia Wijaya, country director, Indonesia; Georgette Tengco, country director, Philippines; Somwalee Limrachtamorn, country director, Thailand; and Mick Tarbuk, country manager, Australia & New Zealand, whose affiliate landed two ARIA No. 1 albums in 12 months, with Cub Sport’s Jesus At The Gay Bar (April 2023) and Northlane’s Obsidian (April 2022).

Also among guests, Believe’s streaming partners, including Paul Smith, managing director of YouTube Music APAC, one of the most powerful brands in the region (and also a guest speaker at ATM 2023), and several key artists, including Indonesia pop star Yura Yunita, a native of Bandung, West Java, who boasts more than 1.2 million followers on Instagram and upwards of 1 million subscribers to her YouTube channel.

The region “was untapped territory,” recounts Sylvain Delange, managing director Asia Pacific. “The business opportunity was tiny at the time because digital was not existent. Well, it existed, but it was ringback tones.”

The Frenchman is a big believer — in the traditional sense — that the pan-Asian music market could achieve lift-off; he was tapped to build the regional business from the ground up.

Previously, he served for five years in Tokyo, promoting French music abroad for the French Music Office. That organization no longer exists, though the relationships he built in Asia still do, and Delange got a head start.

Delange “is an instrumental part of the transformation of the market that we’ve been a part of,” notes Ladegaillerie.

Timing is everything. Launch before the streaming platforms mature and make inroads, and the ship has sunk before it sailed.

Start too late, you miss out.

“When you have international players, and especially big players, like Apple, Spotify or YouTube entering the market, that levels the playing field for everyone,” reckons Delange.

Those big players, when they arrived, brought with them certain standards. “Standards of business practices, content management, monetization, good practices, in terms of marketing releases, and so on,” he continued, creating “a much healthier environment for the music ecosystem.”

The Asian market is as exciting as it is diverse, and the recorded music business is spiking.

The numbers back it up.

Luminate’s 2023 “Midyear Music Report” found that, overall, on-demand audio and video streaming in the first half lifted by 107% year-on-year – a world-leading rate of growth.

And earlier, the IFPI reported that Asia notched double-digit growth for the third consecutive year, up by 15.4%, “outpacing the overall global growth rate.”

China, meanwhile, has joined the recording music industry’s elite. According to the IFPI’s Global Music Report, the world’s most populous market is now the No. 5 ranked country for the first time, bumping France into No. 6. APAC accounts for four of the top 10 markets (Japan at No. 2, South Korea at No. 7, Australia at No. 10), and four of the top 10 acts globally are from APAC – BTS, SEVENTEEN, Stray Kids, and Jay Chou.

Believe itself has evolved from pure distribution-driven business into one focused on “local content, globally,” explains Delange, who confirms the Asia Pacific activities has generated north of €700 million in distributions.

That pile includes its businesses in India, Southeast Asia, China, Australia, New Zealand and Japan, where Believe is ranked No. 3 in terms of digital market share, according to Oricon market research, behind Universal and Sony Music, and ahead of Warner Music.

Acquisitions, investments and partnerships will continue to play a part. Notable deals struck in recent years include the acquisition of a stake in Philippines-based Viva Music and Artists Group (VMAG); the acquisition of India’s Venus Music, and subsequent rebranded to Ishtar; and the purchase of a 76% interest in South Indian soundtrack specialist Think Music, all in 2021.

“The objective for us is to is to strengthen our position on market segment by bringing in people that have a very specific expertise,” explains Delange. “Our positioning is to basically build on our past 10-year success, continue to educate. There’s still a lot of education to be done on many topics. We will continue to build on our teams, we’re going to continue to invest in local players, we’re going to continue to build the partnerships closely with the DSPS.”

Soon, the “emerging markets” tag will be gone from the vernacular.

A decade from now, “Asia would have been very-well emerged,” says Delange. “We do anticipate that Asia Pacific is going to become the largest music market in the world in the next 10 years.”

On the latest episode of The Squeeze podcast, hosted by the Lautners, Tay said the secrecy surrounding the superstar’s latest video was “literally bigger than any secret I’ll ever have.”

Earlier this month, Swift debuted the first music video from her Speak Now (Taylor’s Version) album at the first Eras Tour stop in Kansas City, Missouri. The Twilight actor, Joey King and Presley Cash, who all starred in the video, also joined the singer onstage to celebrate the video’s premiere.



After the concert, they all took to social media at the time to share their excitement about the video, with Swift also writing on Instagram, “Joey and Presley had been in the video for “Mean” when they were 9 and 13 and they are back and so ridiculously bad ass!! Taytay is INCREDIBLE in this (didn’t have a stunt double!) and shout out to @taylautner for being so awesome to hang with on set. The Tale of 3 Taylors.”

Now, the Abduction actor is giving his thoughts on the whole experience, as well as sharing his appreciation for the Grammy-winning singer, who they call “blonde girl Tay” to differentiate from his wife, “girl Tay” since they all have the same name.

“We’ve known how freaking awesome the video is for a while now, so it was just stoked for everybody to see it and just see the genius of blonde girl Taylor because she is truly unbelievable. She can do it all,” Taylor said of Swift on the podcast. “Honestly, the most impressive thing about her is that she is such a
genius and she does do it all but you would never think so just talking to her. She’s the most humble person I’ve ever encountered.”

Tay seconded the actor’s comments, adding that Swift is such a “collaborative” person.

Later in the episode, the couple discussed their friendship with Swift and what it was like for Taylor to introduce his wife to the singer, given that she is also his ex-girlfriend. Swift and Taylor dated back in 2009, and it is rumored that her hit song “Back to December” is about their breakup.

“It was great,” Taylor quipped. “I know on paper it sounds like a tough situation, but I not once was ever worried about it.”

The actor added that he and his wife are secure in their relationship and that Tay is also the “coolest, chillest person ever” as well as being a “die-hard fan of that person.”

He also said “blonde girl Tay” is the “sweetest human being on Earth” so it ended up being “kind of just a perfect situation.”

Fabolous Calls Female Rap “One Dimensional” In Online Critique

Fabolous is sharing his opinion on the current state of rap by honing in on what he considers redundancy in female rap.

Taking to social media, the Hip-Hop veteran shared his opinion on the sector of the genre that is leading the pack, sharing that he’s “happy” to see so many women doing their thing in Hip Hop, he’d love it if some of these “strong” women incorporated topics about their life experiences in their rhymes a little more.

“I love hearing female rappers talking some real sh-t,” Fab wrote on his Instagram Story on Sunday (Jul. 16). “Women are so strong. Have so many stories and perspectives that we need to hear in pure form. No disrespect to any female rappers out there but I think there’s only one style of female rap/Hip Hop being promoted, programmed, and looked at as successful now.”

While Fab is calling for diversity, other rappers are weighing in on the influx of femcees dominating the charts, including Lil Baby, Lola Brooke, Glorilla and Lil Durk have all acknowledged women’s current reign, with Durk crediting them for being competitive and focused on their love for Hip Hop rather than the business side.

“Make hip hop fun again we understand everybody got money but let’s f–k em up like we was doing s/o the females who been working salute keep going up,” Lil Durk wrote in his Instagram story last month.

Fabolous is no stranger to supporting female artists, the Street Family head honcho previously collaborated with some of Hip-Hop’s most notable female emcees, including Missy Elliott, Lil’ Kim, Foxy Brown, and Nicki Minaj. Three of his biggest songs in particular, “Take You Home,” “What Should I Do,” and “Can’t Let You Go,” were all created alongside Baltimore artist Lil’ Mo.

In other Fabolous news, the rapper has announced plans to drop a fitness Hip-Hop album with Jim Jones, Dave East, and Maino titled Fit Lit, along with an appearance in Paramount+ Hip-Hop documentary, Mixtape,–followed by the official soundtrack.

As previously reported, the film highlights how authorities got involved in the downfall of the mixtape game and ultimately screwed up a once-thriving portion of the Hip-Hop game. In addition to Fabolous, DJ Green Lantern, A$AP Rocky, 2 Chainz, DJ Khaled, KRS-One, DJ Drama, and Jeezy will also make appearances in the film.

Jig’s Up?: Carlee Russell—What We Actually Know So Far

Questions still remain after the disappearance and return of Carlee Russell, prompting a look at the timeline of the situation from last week. After Wednesday’s (July 19) press conference, although plenty of questions were answered, more have sprouted that question the veracity of Russell’s claims.

The disappearance of the nursing student from Hoover, Alabama captured the attention of the country. The circumstances of the incident as well as the return still have people buzzing and expressing skepticism.

The Disappearance

Russell was driving along Interstate 459 when she made a call to 911 at 9:30 P.M. last Wednesday (July 12th), reporting that she saw a male toddler at the side of the road by mile marker 11. She called a family member after the 911 call, saying she was going to check on the child. At that point, the family member lost contact with Russell and said they heard her scream, but the phone line remained open according to the Hoover Police Department.

Authorities arrived on the scene, finding Russell’s cell phone, purse, and wig by her car but no sign of her or the toddler. Further investigation by police noted that she had stopped off at a Target at 8:20 P.M. to get snacks after leaving her job in Birmingham, ten miles north before setting out for her home in Hoover. The purchased food was not present.

The Return

The 25-year-old arrived at the front door of her family’s home on Saturday night (July 15th), barefoot. According to local police, they obtained video surveillance footage showing Russell walking down the street alone in her neighborhood. Medics were called to the residence to treat an “unresponsive but breathing” person. Russell was then taken to UAB Hospital, where she was treated and detectives took an initial statement from her.

Speculation and Skepticism

Many social media users have begun to cast doubt on Russell’s story, noting that authorities shared that there were no other 911 calls about the toddler. The frenzy caused Talitha Russell, Carlee’s mother, to issue a stern and lengthy denial  on Tuesday (July 18th) of any wrongdoing saying “no matter how many demands or false narratives that are produced we will not be bullied into doing anything that will compromise our daughter’s mental well-being or the investigation.”
